Arogya Manthan : Deliberations on Universal Health Coverage and more

National Health Authority organized Arogya Manthan 3.0 as Ayushman Bharat Pradhan Mantri Jan Arogya Yojana completes three years of successful implementation

~Shri Shri Mansukh Mandaviya, Hon’ble Union Minister for Health and Family Welfare interacted with beneficiaries from different States/UTs~

The National Health Authority (NHA) held Arogya Manthan 3.0 with the theme ‘Service and Excellence’ on the occasion of three years of successful implementation of world’s largest health assurance scheme— Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) across the country.

Arogya Manthan 3.0, a four-day hybrid (physical and virtual) event commenced by observing ‘Ayushman Bharat Diwas’. Shri Mansukh Mandaviya, Hon’ble Union Minister for Health and Family Welfare inaugurated and chaired the inaugural session today to celebrate the third anniversary of AB PM-JAY in the presence of Dr Bharati Pravin Pawar, Hon’ble Union Minister of State, Ministry of Health & Family Welfare and other senior dignitaries from Ministry of Health & Family Welfare, National Health Authority, and officials from State Health Agency (SHAs), medical professionals also participated the event.

During the event, Shri Alok Saxena, Additional Secretary, Department of Health & Family Welfare delivered the welcome address followed by a presentation showcasing three-years journey of AB PM-JAY by Dr Vipul Aggarwal, Deputy CEO, National Health Authority. Dr Bharati Pravin Pawar, Hon’ble Union Minister of State, Ministry of Health & Family Welfare, Shri Rajesh Bhushan, Secretary, Department of Health & Family Welfare, Dr RS Sharma, CEO, National Health Authority and Dr VK Paul, Member Health, NITI Aayog gave a special address.

On this proud occasion, Shri Mansukh Mandaviya virtually interacted with AB PM-JAY beneficiaries from various States and UT administration.

Dr Bharati Pravin Pawar, Hon’ble Union Minister State of Health & Family Welfare released the third edition of the NHA’s Annual Report 2020-2021 along with the Lessons Learnt Booklet.

During the event, the Health Minister gave awards called ‘Ayushman Utkrishta Puraskaar’—to the best performing AB PM-JAY States/ UTs for efficient implementation of the scheme. The awards were distributed to the States in the category of top performing PMAM, top performing CSC State lead, top performing Public Hospitals, best performing States and Best performing states in gender equity.

At this momentous occasion, Shri Mandaviya also launched key initiatives undertaken by the National Health Authority for the ease of beneficiaries while availing healthcare services under the scheme.

  • • Hospital Help Desk Kiosk: The objective of this initiative is to directly connect the beneficiaries with the hospitals and provide an enhanced and seamless accessibility of information at the time of admission. This would also help create a uniform identity of AB PM-JAY for the beneficiaries and patch lapses, if any. It will function as a dedicated service window with a potential to provide all types of information about the scheme to the visitors.
  • • Beneficiary Facilitation Agency: Beneficiary Facilitation Agencies (BFAs) will be deployed at empanelled public hospitals under AB PM-JAY. These BFAs will be mandated to scrutinize all IPD patients in public hospital for their eligibility under AB PM-JAY. Further, the BFAs will also provide necessary assistance to PM-JAY beneficiaries for availing services under the scheme.
  • • PMJAY Command Centre & Nudge Unit: This Command Centre will ensure that real-time tracking of beneficiary seeking treatment at any empanelled hospital across India
  • • Revamped PM-JAY technology platform: Some new features under the existing BIS, HEM and TMS products as part of the AB PM-JAY infrastructure will be highlighted.

Speaking on the occasion, Shri Mansukh Mandaviya, Hon’ble Union Minister for Health said: “Ayushman Bharat PM-JAY has added a new dimension to the health sector. The journey of the last three years of implementation of the scheme has been tremendous as it has empowered millions of citizens of India with their Right to Health. I owe my heartfelt thanks to our Hon’ble Prime Minister for making health sector as the top most priority of the government. Ayushman Bharat PM-JAY has a long way to go in strengthening the health ecosystem of the country. Leveraging digital technology in healthcare sector, India aims to set national goals of digitalizing the healthcare landscape to make delivery of services smooth, robust, quick and efficient. In this regard, National Digital Health Mission will prove be a game changer step.”

Dr Bharati Pravin Pawar, Hon’ble Union Minister of State, Ministry of Health & Family Welfare, said: “AB PM-JAY is reformed the entire healthcare system of India. It gives me great happiness that the scheme has served to more than 2.2 crore people in the last three years to the people residing in the remotest of the areas. I believe that the scheme has great potential to rejuvenate the primary and secondary healthcare facilities across the country. This year’s theme for Arogya Manthan 3.0 is Service and Excellence and I believe that AB PM-JAY is fulfilling this noble cause in terms of serving to more than 54 crore targeted people with free, accessible and quality medical care across India.”

Dr RS Sharma, CEO, National Health Authority said, “I am glad that AB PM-JAY has completed three years of successful implementation in an effortless and seamless manner across the country. In the last three years, PM-JAY has provided over 2 crore treatments and beyond. The scheme is taking one step each day to reach closer to the goal of Universal Health Coverage. This exemplary work done under the scheme has been possible due to its robust IT system and the monitoring and extensive work done at the ground level. I am really proud of our team who have given their best into this. I have a firm belief that we will take Ayushman Bharat PM-JAY to a new scale and continue to do so.”

Dr VK Paul, Member (Health), NITI Aayog said: “Over the last three years, India has gained massive global attention for implementation Ayushman Bharat PM-JAY to achieve the commitment of Universal Health Coverage. Aysuhman Bharat PM-JAY has proved to be a game changer in strengthening India’s healthcare landscape.”

Shri Rajesh Bhushan, Secretary, Department of Health & Family Welfare said” I congratulate the National Health Authority for the exemplary work done by the people involved in making Ayushman Bharat PM-JAY a grand success in such a short period of three years.”

The inaugural session was concluded by Vote of Thanks addressed by Dr Praveen Gedam, Additional Secretary, National Health Authority followed by a technical session on Universal Healthcare Coverage Reforms & Challenges.

Ayushman Bharat PM-JAY was launched on 23rd September 2018 from Ranchi by the Hon’ble Prime Minister Shri Narendra Modi with the vision to achieve Universal Health Coverage (UHC).

The Ayushman Bharat PM-JAY scheme aims to provide free and cashless healthcare services up to Rs 5 lacs per family per year, for secondary and tertiary care hospitalization to over 10.74 crore poor and vulnerable families (over 54 crore beneficiaries) as per Socio-Economic Caste Census (SECC)-2011 database. At present, PM-JAY is functional in 33 states/ union territories.

Since the inception of the scheme, more than 2 crore treatments worth Rs. 26,400 crores have been authorized through a network of over 24,000 empanelled hospital across the country.

As many as 918 Health Benefits Packages (HBP) are covering 1,669 procedures along with COVID treatment and diagnostic tests under the scheme. The top tertiary care includes: Orthopaedics, Cardiology, Cardio Thoracic & Vascular Surgery, Radiation Oncology and Urology.

The National Health Authority (NHA), the implementing nodal agency of PM-JAY is leaving no stone unturned in verifying and enrolling maximum beneficiaries under the scheme. In this direction ‘Aapke Dwar Ayushman’ drive was launched this year to create awareness about the scheme among the people residing in the rural parts of the country. This door to door campaign resulted in the verification of over 3 crore beneficiaries across the country.

In the last three years, more than 16.50 crore beneficiaries have been verified and provided with Ayushman Card with female beneficiaries amounting to approximately 50% of this number.

As on 23rd September 2021, over 2.6 lakh hospital admissions worth Rs 586 crore have been authorized leveraging the pan-India portability feature of AB PM-JAY scheme.

Apart from the launch of new initiatives, a wide set of technical and brainstorming sessions were held during the event to make way for new conversations and ideas.

A thorough discussion on ‘Strengthening Public Healthcare Leveraging PM-JAY and Reforms in Provider Payment Mechanism: Opportunities for AB PM-JAY’ was conducted on 24th September wherein with eminent national and international health and industry expert will participated and shared their ideas.

‘Health Insurance Penetration to Cover the Missing Middle through Convergence of National Schemes’ was held on 25th September 2021 followed by another brainstorming session titled ‘Health Care through Digital Transformation’.

During the following three days, technical and brainstorming sessions seeked to bring together national and global experts from the healthcare sector, along with Central and State Government officials, SHAs (State Health Authorities), and representatives from corporates, think-tanks, hospitals, and media on one platform to commend and celebrate the journey of AB PM-JAY. Through the platform of ‘Arogya Manthan 3.0’, NHA aimed to bring together stakeholders and provide a forum for sharing learnings and experiences and deliberate on the way forward.
